Advising on bids and projects, from origination through to the investment decision. I help with bid strategy, tender positioning, contract terms and negotiation strategy, and give financial modellers the regulatory assumptions and sensitivities they need.
Providing an independent review of regulatory risk before a bid or investment decision. I check approvals, grid connection terms and upcoming rule changes, assess the impact on deliverability, schedule and budget, and advise on mitigation.
Leading the work where regulatory, technical and commercial expertise meet: bid teams, multi-party studies, grid connection arrangements and approvals involving several authorities. I align the parties and keep delivery on track against agreed deliverables.
I’m Tiemen Govers, an independent regulatory and commercial adviser in energy, based in Utrecht, the Netherlands. After an LL.M. specialising in European Competition Law and Regulation, I spent 13 years on different sides of the table: at an electricity transmission system operator, at offshore wind developers and on a major cross-border natural gas pipeline project.
